Google runs a program called AdWords Image Ads. This program allows you, the advertiser to put image and animation banner ads on web sites within Google that have given the okay to display these types of ads. Here is how it works:
As an advertiser, you must first set up a Google AdWords account for text, if you already have an existing account, even better. From your AdWords page, you will simply upload your custom web banner. Once you have uploaded your banner ad, Google does its best to match up your advertising banners with web sites that have similar content.

The cost to place banner ads on the Google AdWords Image Ad program is slightly more expensive than that of its text counterpart. The good news is that you will be able to decide whether you want to pay at a CPM rate or a CPC rate. In addition, there is an activation fee to register with Google AdWords, but you will only be charged for this once.
